Group falsely claims to represent FRETILIN

Supporters of CNRT, the political party led by former president Xanana Gusmao, are breaking the Electoral Law and seeking to trick voters by falsely claiming to represent FRETILIN.

FRETILIN today denounced the so-called “FRETILIN Mudanca (reform) group” and said its false claim to represent FRETILIN was creating widespread anger among FRETILIN supporters.

“The Mudanca Group has broken the Electoral Law and violated the Code of Conduct, by participating in the election campaign of CNRT, the party led by Jose Alexandre Gusmao, ex-President of the Republic,” said Arsenio Bano, a FRETILIN Central Committee member and a FRETILIN parliamentary candidate in the June 30 elections.

FRETILIN lodged a formal complaint with the Electoral Commission on 31 May.

“Campaigning for CNRT, while using the name and symbols of FRETILIN, is in breach of the Electoral Law,” said Bano. He pointed in particular to Article 64 of the law, which says:

Whoever during an election campaign uses the name of a candidate or the symbol of any party with the intention of causing prejudice or injury is liable to imprisonment of one month or a fine of between $50 and $150.

“The so-called ‘FRETILIN Mudanca’ group is not registered with the Ministry of Justice under the Electoral Law,” Bano continued. “Therefore, it has no legal standing as a party, and no right to participate as such in the campaign”

“The Group is acting outside FRETILIN, and contrary to the rules governing the behaviour of party members under the statutes of our party,” he continued. “Some Mudanca individuals are candidates on the CNRT list, but continue to identify publicly as members of FRETILIN, in a blatant attempt to manipulate or confuse the electorate.”

“This sort of political manouvre is a gross attack on the principles of democracy. But it is particularly serious in a country where nearly half the voting population is illiterate,” said Bano.

Bano continued:

“They have absolutely no right to use our Party’s name. FRETILIN, the historic party of independence, survived only by maintaining its principles of organisation. Of these, party democracy and discipline, which requires our members to follow the decision of the majority of members, has always been one of the most important. Whoever steps outside the structures and rules of the Party, and campaigns against us for another party, loses the right to claim to be a member. This is the same for all democratic parties, all over the world.”

Timor-Leste citizenship is not for sale, says FRETILIN

A plan by the Democratic Party (PD) to sell Timor-Leste (East Timor) citizenship to foreigners could result in many Timorese being dispossessed of their land and natural resources, FRETILIN warned today.

“The PD plan is dangerous and divisive,” FRETILIN Deputy Secretary General Jose Manuel Fernandes said.

“There are safer and more effective ways of attracting investment then selling our citizenship as proposed by PD.”

Fernandes was commenting on PD’s taxation policy outlined on page 23 of its election manifesto, which states: “Timor-Leste’s citizenship will be considered for any foreigner who invests in the amount of USD200 million and above. Whereas any foreigner who invests in the amount of USD100 million and above will be considered eligible for the right to lease a property for the duration of 40 years.”

Fernandes said FRETILIN would never sell East Timorese citizenship to foreigners.

“Being a citizen of Timor-Leste means you are proud to identify yourself with the Maubere people, you are proud of the nation’s achievements and that you are prepared to work hard for the well being of our great Maubere nation,” he said.

“Our people experienced some of the worst human rights abuses so that the Maubere people could one day experience the joy of being citizens of their own nation. I know of these experiences because I experienced torture and hardship as a member of the clandestine front.

“If citizenship was about money the Indonesian military would have bought the hearts and minds of the Maubere people and independence would never have been achieved.

“If PD was in power, any rich foreigner could buy citizenship of our country to gain the right to purchase all the land from the East Timorese people. If this were allowed to happen the people of Timor-Leste would lose control of the independent homeland that they fought so hard for.

A nacionalidade de Timor-Leste não está a venda, afirma a FRETILIN

Um plano do Partido Democrático (PD), de vender a nacionalidade de Timor-Leste à estrangeiros, poderia resultar na perda por parte de muitos timorenses, da posse de seus terrenos e recursos naturais, avisou hoje a FRETILIN.

“O plano do PD é perigoso e divisivo,” disse o Secretágio Geral Adjunto da FRETILIN, José Manuel Fernandes.

“Existem formas mais seguras e eficientes para atrair investmento, do que vender a nossa nacionalidade, como foi proposto pelo PD.”

José Manuel Fernandes comentou em relação a política de taxas do PD, descrita na página 25 do seu manifesto eleitoral, onde declara: “Investimentos de qualquer estrangeiro, iguais ou superiores a USD 200 milhões, serão considerados para efeitos de atribuição de nacionalidade. Enquanto que um estrangeiro que efectue um investimento igual ou superior a USD 100 milhões, será elegível para o direito de arrendamento de propriedade para a duração de 40 anos.”

José Manuel Fernandes disse que a FRETILIN nunca venderá a nacionalidade Timorense à estrangeiros.

“Ser um cidadão de Timor-Leste significa ter orgulho da sua própria identidade como parte do povo Maubere, ter orgulho do que já foi alcançado pela nação, e estar preparado para trabalhar duro para o bem estar da nossa grande nação Maubere,” disse José Manuel Fernandes.

“O nosso povo passou por alguns dos piores abusos dos direitos humanos para que o Povo Maubere pudesse, um dia, gozar da alegria de ser cidadãos da sua própria nação. Tenho conhecimento sobre estas experiências porque também eu fui vítima de torturas e intimidações, por ter sido membro da frente clandestia.

“Se a nacionalidade e cidadania significassem dinheiro, então as forças armadas indonésia teriam comprado as almas, os corações e as mentes do povo Maubere, e a independência nunca teria sido alcançada.

“Se o PD estivesse no poder, qualque estrangeiro rico poderia comprar a nacionalidade do nosso país, para ganhar o direito de compra de terrenos do povo Timorense. Se tal fosse permitido, o povo de Timor-Leste iria perder o controle da pátria independente pela qual lutaram tanto.

FRETILIN will create 24,000 additional jobs for the youth

FRETILIN, the largest political party in Timor-Leste, will create 24,000 additional jobs in Timor-
Leste over the next five years as a result of planned infrastructure projects in the key areas of
electricity, water and roads.
Inacio Moreira, FRETILIN candidate in the June 30 parliamentary elections, and current Minister for
Transport and Communications, said that the additional jobs would be allocated to young East
Timorese who would be provided training and the opportunity to develop their skills. An amount of
$26 million is allocated to workforce skills development as part of the package.
“The infrastructure projects were part of the program for accelerated national development which had
been developed by several ministers from the FRETILIN government and their civil servants over the
last 12 months. The budget for the program has been prepared and initial planning completed. Work
will begin after 30 June 2007.
He added: “We are planning to develop our electricity network, construct new roads and repair old
ones and upgrade Timor-Leste’s water supply systems.”
Moreira said “The projects will attract significant foreign investment, but it will be planned and
regulated so that Timor-Leste stays in control of the projects. The FRETILIN government would also
support East Timorese businesses to win contracts to do the work.”
“It takes long term planning and good economic management to create jobs and the FRETILIN
government has vowed that international contractors who are brought in from overseas will transfer
their skills and knowledge to local East Timorese workers.”
Without the Accelerated Program, the number of jobs was still going to rise, from 282,000 in 2006 to
334,000 by 2013. With the program, the number of jobs will rise to 358,000. In other words, the
program stimulates the economy, and creates 24,000 extra jobs.
“This is a realistic program. If we want to be in control of our own development, we need to build our
infrastructure over several years. If we want the work to bring jobs and contracts to Timorese workers
and businesses, we have to train our people to do things for themselves. Doing everything at once
just brings in more foreigners to control our economy and do the work, and take the money out of
Timor. This will mean that we will never achieve our own independence.”

GRUPO MUDANÇA: "DESONESTO E ILEGÍTIMO"

Arsénio Bano, membro do Comité Central da FRETILIN e candidato a
deputado pela lista da FRETILIN, acusou hoje o auto-denominado "Grupo
Mudança", de desonesto e ilegítimo. "O grupo Mudança violou a Lei
Eleitoral e o Código de Conduta por participar na campanha eleitoral
do Congresso Nacional de Reconstrução Timorenses (CNRT) liderado pelo
ex-Presidente da República, José Alexandre Gusmão" disse Bano.

Bano afirmou que "os membros do referido Grupo fazem a campanha a
favor do Congresso Nacional de Reconstrução Timorense utilizando a
denominação e os símbolos da FRETILIN. Bano referiu em particular ao
artigo 64 da referida lei que estatui:

"Aquele que durante a campanha eleitoral utilizar o nome de um
candidato ou símbolo de qualquer partido com o intuito de os
prejudicar ou injuriar é punido com pena de prisão de 1 mês ou multa
de 50 a 150 USD".

"A autodenominada Fretilin Mudança não consta no registo no
Ministério da Justiça nos termos da lei n° 3/2004, de 14 de Abril.
Assim, o grupo não tem personalidade jurídica nem capacidade
judiciária", continuou.

O Grupo tem estado a actuar fora do círculo da FRETILIN contrariando
assim as regras da militância definidas no âmbito dos estatutos do
partido. Alguns dos seus membros são candidatos a deputados pela
lista do CNRT mas continuam a identificar-se publicamente como membros
do partido FRETILIN tentando assim manipular ou confundir o
eleitorado. Eles tencionam dividir o partido e os seus apoiantes em
benefício do CNRT.

"Tais manobras politicas constituem um grave atentado aos princípios
democráticos.

Isto é particularmente grave num país onde quase metade do eleitorado
é analfabeta,"afirmou Bano.

Bano continuou: "Eles não têm o direito de usar o nome do nosso
partido. Nenhum indivíduo ou grupo de indivíduos está acima do
partido. A FRETILIN sobreviveu porque tem vindo a pautar-se pelos
princípios de organização. Democracia e disciplina são aspectos
importantes para a nossa organização obrigando a que todos os membros
do partido a acatar decisões adoptadas pela maioria. Quem tenha saído
das estruturas do partido e não obedeça as regras partidárias e faça
campanha contra nós em beneficio doutro partido, perde o direito de
reivindicar como membro do nosso partido. Todos os partidos
democráticos actuam assim em todo o mundo."
