FRETILIN exposes wholesale land giveaway by Agriculture Minister
The Deputy Leader of FRETILIN, Francisco Miranda Branco, on Tuesday (27 May) called on the de-facto Minister for Agriculture and Fisheries, Mariano Sabino, to release all details of a deal he signed with Indonesian company GTLeste Biotech to give away 100,000 hectares of agricultural land for sugarcane cultivation and to build a sugar and ethanol processing plant. FRETILIN is the largest party in Timor-Leste’s National Parliament.
The deal gives exclusive rights to GTLeste Biotech to grow and process sugarcane and to sell and export sugar and ethanol in and from Timor-Leste for a period of 50 years, with an option for a further 50 years. Timor Leste has an estimated arable land area of 400,000 hectares, so the GTLeste Biotech deal alienates 25% of the arable land to biofuel production.
Branco and others criticized the deal as being non-transparent and not in the national interest, because one company has been given exclusive rights to an industry and land for 100 years without other potential bidders having had the opportunity, and because of its impact on food security.
“To keep the deal so secretive violates every principle of good governance and the public interest, not to mention the national interest,” said Branco.
But it is not the only deal which has been questioned in parliament. Last month, the President of the Social Democratic Party (PSD) Mario Carrascalao MP, queried a deal allegedly signed by the same Minister for 200,000 hectares to plant rubber trees, in addition to the GTLeste Biotech deal.
“We share Mr Carrascalao's concerns. But because we were unable to obtain a copy of the agreements from the government, we have been unable to scrutinize the benefits and value of the agreements. Now that we have a copy of the agreement, it is clear why the minister and the government have kept the agreement away from public scrutiny,” explained Branco.
“Given our alarm at the GTLeste Biotech, we are extremely anxious about what is in the agreement to give 200,000 hectares for rubber tree planting. It has been even more secretive. No substantial details have yet been made available to either the parliament or civil society, despite requests. There is no transparency in how the de facto government deals with these questions,” stressed Branco.
“FRETILIN contends that if the second agreement does give away 200,000 hectares to a foreign company, then this minister has given away nearly five percent (5%) of our total land mass in less than his first year as Minister without any opportunity whatsoever for public scrutiny of these deals.
“At this rate, if this minister remains in his post for a full five years, he could well give away close to half of the country to foreign interests. During the election campaign we warned that this minister's party, the Democratic Party, favored too much the access by large foreign investors to Timor-Leste. It seems we were very right, unfortunately,” added Branco.
“The Prime Minister announced his intention to establish an anti corruption commission. If that ever gets up and running, this deal with GTLeste Biotech would be among the first matters it would have to investigate. FRETILIN is considering requesting the Ombudsman for Human Rights and Justice, the constitutionally mandated anti-corruption watchdog, to investigate this deal,” said Branco in closing.

O Vice Líder da FRETILIN, Francisco Miranda Branco, na Terça-feira (27 Maio) chamou o Ministro da Agricultura e Pescas de-facto, Mariano Sabino, para emitir todos os detalhes de um negócio que ele assinou com a companhia Indonésia GTLeste Biotech para entregar 100,000 hectares de terra agrícola para cultivo de cana de açúcar e para construir uma instalação de processamento de açúcar e etanol. A FRETILIN é o maior partido no Parlamento Nacional de Timor-Leste.
O negócio dá direitos exclusivos à GTLeste Biotech para cultivar e processar cana de açúcar e para vender e exportar açúcar e etanol em e de Timor-Leste por um período de 50 anos, com uma opção de mais 50 anos. Timor-Leste tem uma estimativa de 400,000 hectares de terra arável, assim o negócio com a GTLeste Biotech aliena 25% da terra arável para a produção de bio-combustíveis.
Branco e outros criticaram o negócio como sendo não-transparente e não servindo o interesse nacional, porque foi dado a uma companhia direitos exclusivos para uma indústria e terra por 100 anos sem outros potenciais interessados terem tido a oportunidade e por causa do seu impacto na segurança alimentar.
"Manter o negócio tão secreto viola cada princípio da boa governação e o interesse público, já para nem sequer falar do interesse nacional," disse Branco.
Mas este não é o único negócio que tem sido questionado no parlamento. No mês passado, o Presidente do Partido Social Democrático (PSD) o deputado Mário Carrascalão, perguntou por um negócio alegadamente assinado pelo mesmo Ministro por 200,000 hectares para plantar árvores da borracha, em acréscimo ao negócio com a GTLeste Biotech.
"Partilhamos as preocupações do Sr Carrascalão. Mas porque não conseguimos obter do governo uma cópia dos acordos, não remos conseguido escrutinar os benefícios e o valor dos acordos. Agora temos uma cópia do acordo, é claro que o ministro e o governo têm mantido o acordo longe do escrutínio da população," explicou Branco.
"Dado o nosso alarme com a GTLeste Biotech, estamos extremamente ansiosos acerca do que está no acordo para dar 200,000 hectares para plantação de árvores de borracha. Isso tem sido ainda mais secreto. Nenhum detalhe substancial foi ainda tornado disponível quer para o parlamento quer para a sociedade civil, apesar dos pedidos. Não há nenhuma transparência no modo como o governo de facto lida com estas questões," sublinhou Branco.
"A FRETILIN sustenta que se o segundo acordo entrega 200,000 hectares a uma companhia estrangeira, então este ministro entregou perto de cinco por cento (5%) de toda a nossa terra em menos do seu primeiro ano como Ministro sem qualquer oportunidade seja qual for para o escrutínio público desses negócios.
"A esta velocidade, se este ministro se mantiver no cargo por cinco anos, ele pode muito bem entregar perto de metade do país a interesses estrangeiros. Durante a campanha eleitoral avisámos que o partido deste ministro, o Partido Democrático, favorecia demasiado o acesso de grandes investidores estrangeiros a Timor-Leste. Infelizmente, parece que tínhamos muita razão," acrescentou Branco.
"O Primeiro-Ministro anunciou a sua intenção de estabelecer uma comissão anti-corrupção. Se isso alguma vez acontecer e se entrar em funções, este negócio com a GTLeste Biotech estará entre as primeiras matérias que terá de investigar. A FRETILIN está a considerar pedir ao Provedor para os Direitos Humanos e Justiça, o observador anti-corrupção constitucionalmente mandatado, para investigar este negócio," disse Branco a encerrar.

Quando vi esta notícia fui ao google tentar saber quem era esta companhia GTLESTE BIOTECH. As únicas referências que apareceram foi para o tal MOU com o Governo de Timor-Leste. Tentei depois fazer a busca com GTLESTE BIOTECH mais Gino Sakiris, a pessoa que assinou o MOU. O resultado foi exactamente o mesmo.
Em seguida fiz a busca Gino Sakiris e Indonésia. Aí já obtive mais algumas informações. Assim pelo site da Embaixada dos USA em Jacarta fiquei a saber que o Gino Sakiris é o Presidente Director da Indexim Coalindo de que tem uma participação de 17,5% sendo que a PT. Sarana Panen Abadi tem 65%. A Indexim Coalindo explora 100.000 hectares em East Kalimantan desde 1994.
Fiquei ainda a saber que o Gino Sakiris foi a parte da Indonésia de alguns projectos a quem foram concedida a aprovação final de alguns PMA, nomeadamente os seguintes:

It is truth that the puppet government under Xanana must buy people with money so that it will retain the bloody power in the catholic nation. Fretilin and Maubere people aware that any decision that gives a piece of land away is about to lose the nation.
We asked Fretilin leaders to propose to bloody thirsty government that is now on catholic soil that the land must be leased within specified time, for example, every 5 years. If the land is owned by foreigner for 100 years it can provide an oportunity for legal ownershiprights. But it is for sure that to give 100 hectares away for 50 years without any open debate and national agreement is one type of Xanana’s political suicide to destroy the future security of the nation.
Please tell Xanana and his puppet, East Timor land is not his wife to make a secret arrangments. The first they do, they must educate all people to understand the provision of land for foreigners and its consequences. Giving land to the foreigners for 50 years, it reflects Xanana true nature that he never honours maubere people and it is equivalent Xanana and his ministers start to rape babies girls across the nation.
Oil gas and land are two absolute natural resorces that possess same values and everyone has duty to fight for a progressive policy for our nation.
