FRETILIN will create 24,000 additional jobs for the youth
FRETILIN, the largest political party in Timor-Leste, will create 24,000 additional jobs in Timor-
Leste over the next five years as a result of planned infrastructure projects in the key areas of
electricity, water and roads.
Inacio Moreira, FRETILIN candidate in the June 30 parliamentary elections, and current Minister for
Transport and Communications, said that the additional jobs would be allocated to young East
Timorese who would be provided training and the opportunity to develop their skills. An amount of
$26 million is allocated to workforce skills development as part of the package.
“The infrastructure projects were part of the program for accelerated national development which had
been developed by several ministers from the FRETILIN government and their civil servants over the
last 12 months. The budget for the program has been prepared and initial planning completed. Work
will begin after 30 June 2007.
He added: “We are planning to develop our electricity network, construct new roads and repair old
ones and upgrade Timor-Leste’s water supply systems.”
Moreira said “The projects will attract significant foreign investment, but it will be planned and
regulated so that Timor-Leste stays in control of the projects. The FRETILIN government would also
support East Timorese businesses to win contracts to do the work.”
“It takes long term planning and good economic management to create jobs and the FRETILIN
government has vowed that international contractors who are brought in from overseas will transfer
their skills and knowledge to local East Timorese workers.”
Without the Accelerated Program, the number of jobs was still going to rise, from 282,000 in 2006 to
334,000 by 2013. With the program, the number of jobs will rise to 358,000. In other words, the
program stimulates the economy, and creates 24,000 extra jobs.
“This is a realistic program. If we want to be in control of our own development, we need to build our
infrastructure over several years. If we want the work to bring jobs and contracts to Timorese workers
and businesses, we have to train our people to do things for themselves. Doing everything at once
just brings in more foreigners to control our economy and do the work, and take the money out of
Timor. This will mean that we will never achieve our own independence.”

GRUPO MUDANÇA: "DESONESTO E ILEGÍTIMO"
Arsénio Bano, membro do Comité Central da FRETILIN e candidato a
deputado pela lista da FRETILIN, acusou hoje o auto-denominado "Grupo
Mudança", de desonesto e ilegítimo. "O grupo Mudança violou a Lei
Eleitoral e o Código de Conduta por participar na campanha eleitoral
do Congresso Nacional de Reconstrução Timorenses (CNRT) liderado pelo
ex-Presidente da República, José Alexandre Gusmão" disse Bano.
Bano afirmou que "os membros do referido Grupo fazem a campanha a
favor do Congresso Nacional de Reconstrução Timorense utilizando a
denominação e os símbolos da FRETILIN. Bano referiu em particular ao
artigo 64 da referida lei que estatui:
"Aquele que durante a campanha eleitoral utilizar o nome de um
candidato ou símbolo de qualquer partido com o intuito de os
prejudicar ou injuriar é punido com pena de prisão de 1 mês ou multa
de 50 a 150 USD".
"A autodenominada Fretilin Mudança não consta no registo no
Ministério da Justiça nos termos da lei n° 3/2004, de 14 de Abril.
Assim, o grupo não tem personalidade jurídica nem capacidade
judiciária", continuou.
O Grupo tem estado a actuar fora do círculo da FRETILIN contrariando
assim as regras da militância definidas no âmbito dos estatutos do
partido. Alguns dos seus membros são candidatos a deputados pela
lista do CNRT mas continuam a identificar-se publicamente como membros
do partido FRETILIN tentando assim manipular ou confundir o
eleitorado. Eles tencionam dividir o partido e os seus apoiantes em
benefício do CNRT.
"Tais manobras politicas constituem um grave atentado aos princípios
democráticos.
Isto é particularmente grave num país onde quase metade do eleitorado
é analfabeta,"afirmou Bano.
Bano continuou: "Eles não têm o direito de usar o nome do nosso
partido. Nenhum indivíduo ou grupo de indivíduos está acima do
partido. A FRETILIN sobreviveu porque tem vindo a pautar-se pelos
princípios de organização. Democracia e disciplina são aspectos
importantes para a nossa organização obrigando a que todos os membros
do partido a acatar decisões adoptadas pela maioria. Quem tenha saído
das estruturas do partido e não obedeça as regras partidárias e faça
campanha contra nós em beneficio doutro partido, perde o direito de
reivindicar como membro do nosso partido. Todos os partidos
democráticos actuam assim em todo o mundo."

GRUPO MUDANÇA: "DESONESTO E ILEGÍTIMO"
Arsénio Bano, membro do Comité Central da FRETILIN e candidato a
deputado pela lista da FRETILIN, acusou hoje o auto-denominado "Grupo
Mudança", de desonesto e ilegítimo. "O grupo Mudança violou a Lei
Eleitoral e o Código de Conduta por participar na campanha eleitoral
do Congresso Nacional de Reconstrução Timorenses (CNRT) liderado pelo
ex-Presidente da República, José Alexandre Gusmão" disse Bano.
Bano afirmou que "os membros do referido Grupo fazem a campanha a
favor do Congresso Nacional de Reconstrução Timorense utilizando a
denominação e os símbolos da FRETILIN. Bano referiu em particular ao
artigo 64 da referida lei que estatui:
"Aquele que durante a campanha eleitoral utilizar o nome de um
candidato ou símbolo de qualquer partido com o intuito de os
prejudicar ou injuriar é punido com pena de prisão de 1 mês ou multa
de 50 a 150 USD".
"A autodenominada Fretilin Mudança não consta no registo no
Ministério da Justiça nos termos da lei n° 3/2004, de 14 de Abril.
Assim, o grupo não tem personalidade jurídica nem capacidade
judiciária", continuou.
O Grupo tem estado a actuar fora do círculo da FRETILIN contrariando
assim as regras da militância definidas no âmbito dos estatutos do
partido. Alguns dos seus membros são candidatos a deputados pela
lista do CNRT mas continuam a identificar-se publicamente como membros
do partido FRETILIN tentando assim manipular ou confundir o
eleitorado. Eles tencionam dividir o partido e os seus apoiantes em
benefício do CNRT.
"Tais manobras politicas constituem um grave atentado aos princípios
democráticos.
Isto é particularmente grave num país onde quase metade do eleitorado
é analfabeta,"afirmou Bano.
Bano continuou: "Eles não têm o direito de usar o nome do nosso
partido. Nenhum indivíduo ou grupo de indivíduos está acima do
partido. A FRETILIN sobreviveu porque tem vindo a pautar-se pelos
princípios de organização. Democracia e disciplina são aspectos
importantes para a nossa organização obrigando a que todos os membros
do partido a acatar decisões adoptadas pela maioria. Quem tenha saído
das estruturas do partido e não obedeça as regras partidárias e faça
campanha contra nós em beneficio doutro partido, perde o direito de
reivindicar como membro do nosso partido. Todos os partidos
democráticos actuam assim em todo o mundo."

FRETILIN demands a halt to inflammatory language
FRETILIN, the largest political party in Timor-Leste, today demanded
that the National Congress of Timorese Reconstruction (CNRT) stop
using inflammatory language and behaviour in campaigning for the 30
June parliamentary election.
The party rejected allegations by CNRT and the President of the
Republic Jose Ramos Horta that it was connected to the shooting death
of Afonso "Kudalai" Guterres and another CNRT supporter on Sunday 3
June in Viqueque district east of Dili.
Arsenio Bano, a member of Fretilin's central committee and national
political commission, said the use of inflammatory language by CNRT in
a written statement yesterday (4 June) undermined the judicial process
and the development of the rule of law in Timor-Leste.
"CNRT's accusations are completely baseless and defamatory and breach
the electoral law and the election code of conduct signed by all
political parties only last week," Bano said.
"We understand that people are upset by the death of Mr Guterres and
we extend our condolences to the family of the deceased. The death of
any East Timorese is a serious matter. However, it is completely
irresponsible for a political party, in a democratic state based on
the rule of law, to call the alleged shooter a murderer without a
proper independent investigation and fair trial."
Bano said FRETILIN welcomed the decision to hold an investigation and
would support the judicial process in fairly applying the rule of law.
Bano said the investigation needed to answer many questions about the
incident.
Bano asked: "Were CNRT members carrying guns and, if so, who gave them
the weapons? Had any of the CNRT members been previously involved in
acts of violence and intimidation against people in Viqueque district?
Did the people involved in the shooting incident have a history of
personal conflict?"
"We also don't understand why people accompanying the CNRT party were
seen on national television yesterday armed with long rifles in
Viqueque district. Are they civil police? This needs to be
investigated or explained to the public so as to prevent the spread of
disinformation."
Bano said CNRT has used inflammatory behaviour since the start of the
election campaign. He cited the use of the FRETILIN flag during CNRT
rallies and direct personal attacks made against the FRETILIN
leadership.
"We have complained to the National Electoral Commission about the
misuse of our flag and we will consider defamation action against CNRT
for linking FRETILIN with the shooting death of Mr Guterres," Bano
said.
The President of FRETILIN Francisco Guterres Lu Olo also responded to
a written statement by the President of the Republic Jose Ramos Horta
issued soon after the CNRT statement yesterday.
"We call on the President to use more measured language when
commenting on these incidents.
"As the head of state, it is the President's role to be the guarantor
of national unity and independence and he has a duty to choose his
words carefully. The President should promote the resolution of this
issue through the proper legal channels.
"The use of similar irresponsible language last year by some of the
nation's leaders destabilised an already delicate situation and
incited violence."

A FRETILIN exige que se pare com a linguagem ofensiva
A FRETILIN, o maior partido politico de Timor-Leste, exigiu hoje que o Congresso Nacional para Reconstrução Timorense (CNRT) pare com a utlização de linguagem e o comportamento ofensivos durante a campanha para as eleições legislativas de 30 de Junho.
O Partido rejeitou as alegações do CNRT e do Presidente da República, José Ramos-Horta, de que o partido está associado à morte de Afonso “Kudalai” Guterres e outro apoiante do CNRT, no passado domingo, 3 de Junho, no distrito de Viqueque.
Arsénio Bano, membro do Comité Central da FRETILIN e da Comissão Política Nacional, afirmou que o uso de linguagem ofensiva, por parte do CNRT, numa declaração escrita ontem (4 de Junho), enfraquece o processo judicial e o desenvolvimento da utilização das leis em Timor-Leste.
“As acusações do CNRT são completamente sem base e difamatórias, e violam a lei eleitoral e o código de conduta assinado na semana passada por todos os partidos políticos,” disse Bano.
“Nós entendemos que as pessoas estão tristes com a morte do Sr. Guterres, e nós apresentamos as nossas condolências à família. A morte de qualquer Timorense é sempre importante. Contudo, é completamente irresponsável da parte de um partido político, num estado democrático, que chame o atirador de assassino, sem que tenha sido realizada uma investigação independente, apropriada, e um julgamento justo.”
Bano disse que a FRETILIN aceitou de braços abertos a decisão de realizar-se uma investigação, e irá apoiar o processo jurídico para que a lei seja aplicada de forma justa.
Bano disse ainda que a investigação necessitará de diversas respostas em relaçào ao incidente.
Bano questionou: “Os membros do CNRT estavam armados e, se foi esse o caso, quem deu essas armas? Será que algum dos membros do CNRT estiveram já antes envolvidos em actos de violência e intimidação contra a população do distrito de Viqueque? Será que as pessoas envolvidas no incidente tinham algum historial de conflitos pessoais?”
“Também não entendemos o porquê das pessoas que têm acompanhado o partido CNRT terem sido vistos,ontem na televisãos nacional, armados com armas longas, no distrito de Viqueque. Serão membros da polícia civil? Isto precisa ser investigado ou explicado ao público para prevenir que se espalhe a informação errada.”
Bano disse que o CNRT tem usado um comportamento ofensivo desde o início da campanha eleitoral. Bano citou o uso da bandeira da FRETILIN durante as acitividades de campanha do CNRT e ataques pessoais directos feitos contra a liderança da FRETILIN.
“Já apresentamos a queixa à Comissão Nacional de Eleições sobre a utilização da nossa bandeira, e iremos considerar um processo de difamação contra o CNRT por associar a FRETILIN à morte do Sr. Guterres,” afirmou Bano.
O Presidente da FRETILIN, Francisco Guterres Lu Olo, respondeu também à declaração escrita pelo Presidente da República José Ramos-Horta, publicada ontem, logo após à declaração do CNRT.
“Nós apelamos ao Presidente para que meça a linguagem que usa quando comenta sobre estes incidentes.
“Como Chefe de Estado, é papel do Presidente garantir a unidade nacional e a independência, e é seu dever escolher cuidadosamente as palavras que usa. O Presidente deve promover a solução deste problema através dos canais legais apropriados.
“A utlização de linguagem irresponsável, semelhante, no ano passado, por algum líderes nacionais, desestabilizou uma situação que já era delicada, e incitou a violência.”

Only FRETILIN can guarantee economic sovereignty
FRETILIN General Secretary Mari Alkatiri today challenged the FRETILIN
government's critics to explain what concrete policies they had to
match his party's strategy to defend Timor-Leste's economic
sovereignty and provide strong economic management.
Dr Alkatiri said that when FRETILIN came to office five years ago it
inherited an economy in total disarray.
"Since 2002, we have built the foundations for Timor-Leste's economic
independence. Now our critics say they can do better. We encourage
them to explain to the people exactly how their policies will preserve
our independence and create an equal and prosperous society," he said.
Dr Alkatiri, who attracted strong criticism from Australia for his
tough stand in the Timor Sea oil negotiations, is number two on
FRETILIN's ticket for the parliamentary elections to be held on 30
June 2007. Dr Alkatiri's skill as an administrator during his time as
PM was acknowledged even by his harshest critics. He is
widely-credited with being the architect of Timor-Leste's strongly
nationalist economic policy.
"We live in a competitive globalised world," Dr Alkatiri continued.
"Many countries who fought hard for their independence are now losing
it, because they failed to control their economy. We see many
countries in our region losing control of their land, their natural
resources, and even their labour force, which is being forced to
emigrate to find work in other places. Small countries like
Timor-Leste are especially vulnerable."
Dr Alkatiri pointed to some of the main FRETILIN achievements.
"Everyone knows that we won a better oil and gas deal than the
Australian government wanted to give us. We have built a management
regime for the oil revenue which will guarantee our independence for
many decades.
"We refused to borrow money, because we knew how some foreign powers
have used loans to control the policies of the borrowing countries. We
built a strong regime to control foreign investment, and to prevent us
losing control of our vital assets, including our land.
"More recently, we completed planning for a program of accelerated
national development, to build our road network, our electricity
network, our water supply systems and our workforce."
"The opposition parties did not and still have not proposed detailed
alternatives to our strategy," said Dr Alkatiri.
"This is because they have no policies to guarantee protection of our
vital assets. Our recently-elected President is now claiming that he
has better poverty reduction ideas which FRETILIN prevented him from
implementing when he was Prime Minister. This too is careless talk.
Let us not forget that he was a member of our government which made
these policies; he sat at the Council of Ministers meetings when we
debated them. Did he propose alternatives?"
Alkatiri continued: "Our ex-President alleges we used our cars and our
positions only to enrich ourselves. People say things like this in
elections campaigns. It is easy to be a demagogue at a rally. We all
learned these skills in our resistance struggle.
"A different kind of leadership is needed for the complex tasks of
economic management. Our leaders all need to learn these new things,
economic and financial management whether in government or opposition.
"We should not depend on foreign experts to run our country. Yes, we
need and appreciate expert technical assistance from internationals
but Timorese must be in charge and must know how to do this.
"Debate is good for democracy. We challenge every opposition party to
debate us on the economic management of Timor-Leste. Let the people
decide who is best-equipped to defend our economic independence in the
new conditions of the 21st century.
"We all owe it to all our sisters and brothers who died for our
independence to get this right. If we do not get our economic policy
right, foreign interests will use their money to take from us what our
martyrs fought and died for."

Só a Fretilin pode garantir a soberania económica
O Secretário Geral da Fretilin Mari Alkatiri desafiou os críticos do
governo da Fretilin para que expliquem quais são as suas políticas
concretas que possam ser equiparadas a estratégia do seu partido
quanto a defesa da soberania económica de Timor-Leste e de uma gestão
económica forte.
Dr Alkatiri disse que a Fretilin está no governo há cinco anos e
herdou uma economia em total desordem.
"Temos vindo a contruir os alicerces para uma independência
económica de Timor-Leste desde 2002. Agora os que nos criticam dizem
que podem fazer melhor. Encorajamo-os a explicar, exactamente ao povo,
como é que as suas políticas poderão preservar a nossa independência e
criar uma sociedade próspera em que todos os cidadãos tenham os mesmos
direitos", disse ele.
O Dr. Alkatiri, que foi alvo de duras criticas por parte da Austrália
pelo modo como dirigiu as negociações do petróleo no Mar de Timor, é o
número dois na lista dos deputados para as eleicções legislativas a
ter lugar no dia 30 de Junho de 2007. A sua capacidade de gestão foi
reconhecida, mesmo por aqueles que mais o criticaram, durante o
periodo em que foi Primeiro Ministro. É largamente considerado como
o arquitecto da política económica nacionalista consistente de
Timor-Leste.
"Vivemos num mundo globalizado de alta competição", continuou Dr.
Alkatiri. Muitos paises que lutaram arduamente para alcançarem a sua
independência, perderam-na simplesmente por não terem conseguido
controlar a sua própria economia. Observamos que grande parte dos
países da nossa região perderam o controlo do seu país, dos seus
recursos naturais, e ainda da sua mão de obra, porque se viram
forçados a emigrar à procura de trabalho noutros sítios. Pequenos
paises como Timor-Leste são especialmente vulneráveis".
O Dr. Alkatiri referiu-se a algumas das mais importantes conquistas
da Fretilin. "Todos sabem que fizemos um acordo do petróleo melhor do
que aquele que o governo da Austrália nos queria dar. Possuimos uma
política de gestão dos rendimentos do petróleo a qual garantirá a
nossa independêndencia por muitas décadas.
Recusamos a pedir dinheiro emprestado, porque sabiamos que as
potências estrangeiras tem usado empréstimos para controlar a
politica dos paises devedores. Criamos um sistema forte para
controlar os investimento estrangeiro, e prevenirmo-nos de perder o
controlo dos nossos recursos vitais, incluindo a nossa terra. Muito
recentemente completamos o plano para o programa de desenvolvimento
nacional acelarado, para construimos a nossa rede de estradas, a
nossa rede de electricidade, o nosso sistema de fornecimento de àgua e
a nossa mão de obra".
"Os partidos da oposição nunca propuseram e ainda não têm propostas
alternativas detalhadas em relação a nossa estratégia", afirmou o Dr.
Alkatiri.
"Isto porque eles ainda não têm politicas que garantam protecção aos
nossos recursos vitais. O nosso recentemente eleito Presidente,
afirma agora que ele tem melhores ideias para redução da pobreza e
que a Fretilin o impediu de implementar quando ele ainda era
Primeiro-Ministro. Esta é também uma conversa sem nexo. Não nos
esqueçamos que ele também foi membro do governo que elaborou estas
politicas; ele estava presente nas reuniões do Conselho de Ministros
quando o assunto foi debatido. Ele propôs alternativas?"
Alkatiri continuou: "O nosso ex-Presidente alega que usamos as nossas
viaturas e posições apenas para beneficio próprio. As pessoas dizem
coisas dessas em campanhas eleitorais. É muito fácil ser-se demagogo
nos comícios. Todos nós aprendemos estas destresas durante o período
de resistência.
Uma nova forma de liderança é necessária para as tarefas complexas de
gestão económica. Todos os nossos lideres precisam de aprender novas
coisas, como gerir a economia e finanças quer se esteja no governo ou
na oposição. Não deveriamos depender dos peritos estrangeiros para
gerir o nosso país. Sim, precisamos e apreciamos toda a ajuda técnica
de peritos internacionais, mas os Timorenses devem liderar e devem
saber como o fazer.

Só a Fretilin pode garantir a soberania económica
O Secretário Geral da Fretilin Mari Alkatiri desafiou os críticos do
governo da Fretilin para que expliquem quais são as suas políticas
concretas que possam ser equiparadas a estratégia do seu partido
quanto a defesa da soberania económica de Timor-Leste e de uma gestão
económica forte.
Dr Alkatiri disse que a Fretilin está no governo há cinco anos e
herdou uma economia em total desordem.
"Temos vindo a contruir os alicerces para uma independência
económica de Timor-Leste desde 2002. Agora os que nos criticam dizem
que podem fazer melhor. Encorajamo-os a explicar, exactamente ao povo,
como é que as suas políticas poderão preservar a nossa independência e
criar uma sociedade próspera em que todos os cidadãos tenham os mesmos
direitos", disse ele.
O Dr. Alkatiri, que foi alvo de duras criticas por parte da Austrália
pelo modo como dirigiu as negociações do petróleo no Mar de Timor, é o
número dois na lista dos deputados para as eleicções legislativas a
ter lugar no dia 30 de Junho de 2007. A sua capacidade de gestão foi
reconhecida, mesmo por aqueles que mais o criticaram, durante o
periodo em que foi Primeiro Ministro. É largamente considerado como
o arquitecto da política económica nacionalista consistente de
Timor-Leste.
"Vivemos num mundo globalizado de alta competição", continuou Dr.
Alkatiri. Muitos paises que lutaram arduamente para alcançarem a sua
independência, perderam-na simplesmente por não terem conseguido
controlar a sua própria economia. Observamos que grande parte dos
países da nossa região perderam o controlo do seu país, dos seus
recursos naturais, e ainda da sua mão de obra, porque se viram
forçados a emigrar à procura de trabalho noutros sítios. Pequenos
paises como Timor-Leste são especialmente vulneráveis".
O Dr. Alkatiri referiu-se a algumas das mais importantes conquistas
da Fretilin. "Todos sabem que fizemos um acordo do petróleo melhor do
que aquele que o governo da Austrália nos queria dar. Possuimos uma
política de gestão dos rendimentos do petróleo a qual garantirá a
nossa independêndencia por muitas décadas.
Recusamos a pedir dinheiro emprestado, porque sabiamos que as
potências estrangeiras tem usado empréstimos para controlar a
politica dos paises devedores. Criamos um sistema forte para
controlar os investimento estrangeiro, e prevenirmo-nos de perder o
controlo dos nossos recursos vitais, incluindo a nossa terra. Muito
recentemente completamos o plano para o programa de desenvolvimento
nacional acelarado, para construimos a nossa rede de estradas, a
nossa rede de electricidade, o nosso sistema de fornecimento de àgua e
a nossa mão de obra".
"Os partidos da oposição nunca propuseram e ainda não têm propostas
alternativas detalhadas em relação a nossa estratégia", afirmou o Dr.
Alkatiri.
"Isto porque eles ainda não têm politicas que garantam protecção aos
nossos recursos vitais. O nosso recentemente eleito Presidente,
afirma agora que ele tem melhores ideias para redução da pobreza e
que a Fretilin o impediu de implementar quando ele ainda era
Primeiro-Ministro. Esta é também uma conversa sem nexo. Não nos
esqueçamos que ele também foi membro do governo que elaborou estas
politicas; ele estava presente nas reuniões do Conselho de Ministros
quando o assunto foi debatido. Ele propôs alternativas?"
Alkatiri continuou: "O nosso ex-Presidente alega que usamos as nossas
viaturas e posições apenas para beneficio próprio. As pessoas dizem
coisas dessas em campanhas eleitorais. É muito fácil ser-se demagogo
nos comícios. Todos nós aprendemos estas destresas durante o período
de resistência.
Uma nova forma de liderança é necessária para as tarefas complexas de
gestão económica. Todos os nossos lideres precisam de aprender novas
coisas, como gerir a economia e finanças quer se esteja no governo ou
na oposição. Não deveriamos depender dos peritos estrangeiros para
gerir o nosso país. Sim, precisamos e apreciamos toda a ajuda técnica
de peritos internacionais, mas os Timorenses devem liderar e devem
saber como o fazer.

FRETILIN demands investigation into shooting of CNRT campaign worker
FRETILIN, the largest political party in Timor-Leste (East Timor), today demanded that a proper independent investigation be carried out in relation to the death of an armed civilian CNRT campaign worker shot by police today in Viqueque district east of Dili during campaigning for the 30 June parliamentary elections.
Dr Mari Alkatiri, the secretary general of FRETILIN, said a full investigation needs to be carried into the death of Afonso Kudalai to establish the facts and circumstances of the shooting.
Alkatiri added “that there also needs to be an inquiry to explain why a campaign team member of a political party was armed with a gun and to determine the person that provided him with that weapon.”
“The investigation needs to involve the Office of the President, the Government of Timor-Leste and the United Nations Police Force.”
Alkatiri said that his sources had informed him that the incident occurred as the CNRT party campaign team headed towards Ossu from Uatolari.
Alkatiri said “FRETILIN condemns all forms of violence and provocative campaigning. Those who are guilty of perpetrating violence must be arrested and brought to trial so that justice can be served.”

FRETILIN exige uma investigação sobre a morte a tiro de um membro da equipa eleitoral do CNRT
A FRETILIN exige uma investigação independente aos acontecimentos registados, no dia de hoje, em Ossu, Viqueque, que resultaram na morte de Afonso Kudalai, um civil ilegalmente armado, e membro da equipa de campanha do recém-criado partido liderado por Xanana Gusmão.
A FRETILIN condena todas as formas de violência e de intimidação das populações e regista negativamente a sucessão de provocações registadas nos últimos dois dias pela campanha do recém-criado partido de Xanana Gusmão, em Uatulari e em Ossu.
“Exigimos uma investigação independente que envolva o Gabinete do Presidente da República, o Governo de Timor-Leste e a Polícia das Nações Unidas, para que se apure a verdade dos factos e se possa aferir da responsabilidade política ou partidária”, afirma Marí Alkatiri, Secretário Geral da FRETILIN.
A FRETILIN exige esclarecimento ao facto de um membro de um partido político estar ilegalmente armado em plena campanha, assim como se deve apurar com exactidão quem lhe providenciou ou autorizou a usar arma.
A FRETILIN reafirma o respeito integral pela Lei Eleitoral e pelo Código de Conduta que subscreveu.
A FRETLIN rejeita todas as formas de violência. e apela a uma campanha de tolerância e de não agressão, sendo que quem a promova, a instigue e a pratique seja levado à justiça.

We want justice for crimes
FRETILIN the largest political party in Timor-Leste (East Timor) today said that it supports the prosecution of people who have committed crimes against the East Timorese people in the period between 1975 and 1999.
Aniceto Guterres, a FRETILIN parliamentary candidate, today in Dili said that “FRETILIN believes the search for justice should begin with thorough investigations into crimes which lead to prosecutions, trials and sentencing. This is because respect for human rights and the rule of law is of utmost importance for our emerging democracy.”
He said “FRETILIN is the only political institution that has consistently defended the right to justice for the victims of human rights abuses in Timor-Leste.
“It was FRETILIN who insisted that the legislation creating the Commission for Reception, Truth and Reconciliation (CAVR) and the Commission for Truth and Friendship (CTF) not include amnesties or immunities for people who committed serious crimes between 1975 and 1999.
He added “the granting of amnesty should not be a pre-condition for cooperating with investigations. Amnesty is just a tool to be used in appropriate circumstances, say for example, where it can lead to the uncovering of the truth which is also essential to achieving justice and reconciliation.”
Guterres said that the CAVR and CTF is only the beginning of the search for justice. FRETILIN will give high priority to progressing the recommendations from the Final Report from the CAVR (“CHEGA!”) through prompt debate in Parliament.
“The pursuit of justice is essential for this nation because even the crimes of 1999 have not been resolved satisfactorily. This has meant that people involved with the pro-autonomy militia now hold senior positions in some political parties or are candidates for the upcoming parliamentary elections which will mean that they could be elected to National Parliament, the supreme law making body of Timor-Leste.”
“In terms of opposition parties pointing fingers, some of them should be looking more at their own houses than at others.”
Regarding Timor-Leste’s relationship with Indonesia, Gutteres said: “It is important to promote good relationships with our neighbours and this is something the FRETILIN government has always done. However, this should not result in our nation doing things which result in justice not being pursued or the process of reconciliation between our nations neglected”.
Guterres said “When FRETILIN speaks about justice we are not talking about simple words or theorizing. Queremos justiça contra os criminosos
A FRETILIN, o maior partido político de Timor-Leste, afirmou hoje que apoiava a investigação de todos os crimes cometidos contra o povo de Timor-Leste no período compreendido entre 1975 e 1999.
Aniceto Guterres, candidato da FRETILIN ao Parlamento Nacional, disse hoje em Dili que “ A FRETILIN tem defendido que a justiça passa necessariamente pela investigação dos crimes cometidos de forma a que os responsáveis respondam em tribunal pelos crimes de que são indiciados. Isto porque o respeito pelos direitos humanos e pelo primado da lei são aspectos basilares na cronstrução da nossa democracia.
Ele disse que a “FRETILIN é o único partido político que tem defendido com coerência o direito à justiça de todas as vítimas de violações de direitos humanos ocorridos em Timor-Leste.
Foi a FRETILIN que insistiu que a legislação que criou a Comissão para o Acolhimento, Verdade e Reconciliação (CAVR) a a Comissão para a Verdade e Amizade (CVA)não incluisse aministias nem garantisse a impunidade para aqueles que cometeram crimes graves entre 1975 e 1999.
Acrescentou “ a concessão da aministia não pode ser uma pré-condição para colaborar com a justiça. A amnestia é um instrumento para ser usado em determinadas circunstancias, como por exemplo, quando possa levar à descoberta da verdade material que é também essencial para que se alcance a justiça e a reconciliação.”
Guterres disse que a CAVR a CVA é apenas o começo da caminhada para alcançarmos a justiça. A FRETILIN vai dar a maior prioridade ao seguimento das recomendações contidas no “Chega”- relatório final da CAVR através do seu debate imediato no Parlamento.
A justiça é essencial para esta Nação porque mesmo os crimes que tiveram lugar em 1999 não foram convenientemente tratados. Isto teve como consequência, que pessoas envolvidas com as milícias pró-autonomistas agora figurem em posições de destaque em alguns partidos políticos ou são mesmo candidatos nas próximas eleições parlamentares, o que significa que podem ser eleitos para o Parlamento Nacional, o mais alto orgão legislativo de Timor-Leste.”
Aos partidos da oposição que gostam de apontar o dedo, alguns deviam primeiro ver-se ao espelho em vez de ver o agrelho no olho do vizinho.”
No tocante às relações de Timor-Leste com a Indonésia, Guterres disse: “ É importante promover boas relações de vizinhança com os nossos vizinhos e isso é algo que o governo da FRETILIN sempre procurou fazer. No entanto, isto não pode significar que o nosso País tenha de fazer coisas que no fim resultem na denegação da justiça ou negligência pelo processo de reconciliação.
Guterres disse “Quando a FRETILIN fala da Justiça não está a falar de cor, não está a falar em abstracto. Nós estamos empenhados na busca da Justiça e da Verdade, no sarar das feridas, que levarão o Povo de Timor-Leste à verdadeira reconciliação, nós somos um povo orgulhoso que merece ser tratado com a dignidade que só o primado da lei nos garante.”

FRETILIN’s strong platform for economic growth
The economy of Timor-Leste (East Timor) will grow by an average of 7% in real terms over the next
5 years, thanks to the strong platform laid by the FRETILIN government, Prime Minister Estanislau
Da Silva said today.
Da Silva, a FRETILIN parliamentary candidate for the 30 June parliamentary elections, said the prediction
of GDP growth was provided by the Ministry of Planning and Finance.
“The FRETILIN government over the last five years has put in place programs and policies which have laid
the platform for strong sustainable economic growth,” he said. “This growth will bring real benefits to the
people of Timor-Leste.”
“People often forget that when FRETILIN came to office the government had no money to spend and the
country had almost no infrastructure.
“In five years we have succeeded in building, from the ground up, all the State institutions, particularly
government agencies to deliver services to the people of Timor-Leste.
“We also had to develop laws to regulate the workings of government.”
Petroleum Fund
Da Silva said that after successfully negotiating the Timor Sea petroleum agreement, FRETILIN
established the Petroleum Fund managed by the independent Banking and Payments Authority.
“We established legal mechanisms to regulate the use of the Petroleum Fund to make it transparent and
accountable, so as to guard against corruption and mismanagement,” he said.
“The Timor-Leste Petroleum Fund is regarded internationally as the most transparent in the world”.
Health care
Da Silva said the FRETILIN government provides every citizen free access to hospitals and basic health
services.
He added the government has spent USD$30 million setting up a national health structure.
“The government is rehabilitating and expanding the national hospital in Dili at a cost of USD$9 million.
Five referral hospitals are being built in the districts of Oecussi (west of Dili), Bobonaro (west of Dili), Ainaro
(south of Dili), Baucau (east of Dili) and Covalima (west of Dili) at a cost of USD$16 million.
The government is also overseeing the building of a national laboratory; 47 health centres and 104 health
clinics stations have been built across the country.
Da Silva praised the bilateral health program with Cuba under which the Cuban government has agreed to
train 1,000 East Timorese doctors at its universities at no cost to the government of Timor-Leste.
“There are now 698 East Timorese studying medicine in Cuba and the government will send more students
in the next few years until the quota of 1,000 students is reached.
“Once all the students return from Cuba, Timor-Leste will have at least one doctor for each of its 442 sucos
(administrative levels which cover a group of villages). This is far more than at any time prior to the
restoration of independence in 2002.”
Da Silva added that under the bilateral health program Cuba has also sent 228 doctors, 23 nurses, 40
health technicians and 11 Spanish-language teachers to Timor-Leste. He said 105 East Timorese are
studying locally under the guidance of Cuban health experts.
Schools
Da Silva said the FRETILIN government has developed primary and secondary school curriculums and
abolished parents’ contributions for primary schools. “The government is now working to abolish fees for
secondary schools,” he said.
“We have also completed the refurbishment of almost all schools and every community now has access to
primary education. Eighty percent of Timor-Leste’s children are now attending primary school.
“The free primary school feeding program will be extended to all areas nationally next year.
“The government is also working in partnership with the Church to open more secondary schools and is
proud to be providing the Church with increased financial assistance to run the Catholic primary and
secondary schools and their social programs.
“We are also committed to providing financial assistance for private schools operated by other religious
groups.”
Adult literacy
The National Adult Literacy Campaign, recently launched nationwide, aims to halve the illiteracy rate within
five years and eradicate illiteracy by 2015. “The launch of the campaign has created 500 new jobs for East
Timorese,” Da Silva said.
Agriculture
Da Silva said the government has overseen an increase in agricultural productivity over the last five years.
“For example, we have increased rice production from an average of 1.5 tonnes per hectare to 2.2 tonnes
per hectare. In addition, we have recently released new varieties of rice and maize crops to increase food
production.
“The proportion of imported rice needed to feed the population has fallen from two thirds to one third of
domestic consumption,” he said.
“Despite limited resources we have rehabilitated several major irrigation schemes and provided funding for
small scale community based irrigation systems.
“The Ministry of Agriculture this year introduced the Community Development Fund under which each of
the 442 sucos will receive USD $10,000 for community development programs. The total cost of the
Community Development Fund is just under USD$4.7 million.
“The Community Development Fund is an exercise by the government in evaluating community needs and
capabilities. The FRETILIN government is now looking at continuing this program for the next five years.
“This program has created jobs and developed community based initiatives in rural areas.”
Employment and vocational training
The FRETILIN government has introduced the Employment and Vocational Training Fund which provides
funds for community training centres to deliver vocational training to unemployed people.
“The government has opened Employment Centres in the districts of Baucau, Oecussi, Dili and Bobonaro
and will open three more in the next financial year. The employment centres are there to help people find
work,” Da Silva said.
“The FRETILIN government’s cash for work/peace program has also created numerous employment
opportunities with 37,000 people benefiting so far.”
Veterans
Da Silva said the FRETILIN government is now finalizing regulations to govern the operation of a scheme
to pay pensions to veteran soldiers of the resistance.
Parliament passed legislation to establish a legal framework for the scheme last year.
Investment
The FRETILIN government has drawn up sector investment programs that set out priorities for each
government and state institution to enable them to develop detailed projects for investment.
Da Silva said this would facilitate accelerated infrastructure development in the next five years.
“We have revised the financial management system as well as reformed the tax system to enable a
judicious decentralization of financial responsibility. The legislation establishing both legal frameworks will
be submitted for approval by the next parliament.”
Electricity
The FRETILIN government will fully fund construction of the Ira Lalaro Hydro power station in the next five
years at a cost of USD$90-100 million. “This power station will enable us to supply electricity to all parts of
the country,” Da Silva said.
“Now that the government has enough money from the petroleum fund, we are providing 31 rural power
stations with sufficient fuel for at least six hours operation a day – without any assurance that the cost of
providing the fuel will be recovered by the government.”
Drinking water
Da Silva said providing potable water is a key measure to improve people’s health. “Completion of a joint
project with the government of Japan to rehabilitate Dili water treatment plants means that Dili now has 10
times more drinking water than was ever the case prior to the restoration of independence.
“Next on the government’s agenda is the rehabilitation and expansion of water treatment plants in the
southern central towns of Ainaro and Same.
“It is important to recognize that access to clean water has significantly increased in rural areas in the last 5
years. For instance, 80% of the population of Atauro island off the coast of Dili now have access to clean
water, far greater than it used to be prior to the restoration of independence.

Fretilin's strong anti-corruption record
Timor-Leste's (East Timor's) Fretilin government has taken a "zero
tolerance" approach to corruption and built a strong legal and
institutional framework to combat abuse of power by officials, a party
spokesperson says.
FRETILIN spokesperson and parliamentary candidate Cipriana Pereira
outlined numerous specific measures implemented or supported by the
government in the past five years to ensure a clean and honest
administration for all East Timorese.
"FRETILIN's position on corruption has always been clear – zero
tolerance," Pereira said.
Speaking in a nationally televised live debate involving all political
parties yesterday, she said measures included setting up the Office of
the Provedor (ombudsman), the Office of the Inspector General, and the
Petroleum Fund.
"The FRETILIN Government also decided to decentralize financial
responsibility in stages, not at once, to allow time to build local
capacity for financial management," Pereira said.
"The Government also annually contracts international, independent
auditors to review government expenditure and accounts, to strengthen
transparency, accountability and good governance".
Pereira cited the Timorese non-governmental organization, LABEH, which
reported that government corruption exists only on a small scale, does
not involve large diversions of money, and is limited to allegations
of contracts being awarded without following legal procedures
("Corruption Watch Report 2007" dated 17 May 2007).
Pereira said: "The reason why corruption exists only on a small scale
is because of the good governance framework we put in place. I have
been in parliament since before the restoration of the independence
and have seen the transparency with which our budget approval and
budget expenditure review process is scrutinised."
Pereira said it was FRETILIN which proposed the creation of an Office
of the Provedor during the 2001 constitutional assembly which drafted
the Constitution.
"The creation of the Office of the Provedor has been the most
important factor in allowing citizens to lodge complaints about abuse
of power and human right abuses by state institutions," she said.
"It has functioned with the utmost independence. In only a few years,
this Office has established a reputation for credible and independent
investigation of complaints".
In regards to the Office of the Inspector General, Pereira said former
Prime Minister Mari Alkatiri referred more than 10 cases of alleged
corruption uncovered by the Inspector General to the Prosecutor
General's office. However, the Prosecutor General was appointed by
the former President and his Office is independent of the government.
The Prosecutor General's Office failed to progress the action needed
to investigate the cases referred.
Pereira said the Petroleum Fund and the legal framework which
established it were recognized internationally as best practice and as
a transparent means to manage the nation's petroleum revenues.
"The government has also done well to resist decentralizing financial
responsibility too quickly. This is because there is still a lack of
capacity to properly administer finances at a local authority level."

the Provedor (ombudsman), the Office of the Inspector General, and the
Petroleum Fund.
"The FRETILIN Government also decided to decentralize financial
responsibility in stages, not at once, to allow time to build local
capacity for financial management," Pereira said.
"The Government also annually contracts international, independent
auditors to review government expenditure and accounts, to strengthen
transparency, accountability and good governance".
Pereira cited the Timorese non-governmental organization, LABEH, which
reported that government corruption exists only on a small scale, does
not involve large diversions of money, and is limited to allegations
of contracts being awarded without following legal procedures
("Corruption Watch Report 2007" dated 17 May 2007).
Pereira said: "The reason why corruption exists only on a small scale
is because of the good governance framework we put in place. I have
been in parliament since before the restoration of the independence
and have seen the transparency with which our budget approval and
budget expenditure review process is scrutinised."
Pereira said it was FRETILIN which proposed the creation of an Office
of the Provedor during the 2001 constitutional assembly which drafted
the Constitution.
"The creation of the Office of the Provedor has been the most
important factor in allowing citizens to lodge complaints about abuse
of power and human right abuses by state institutions," she said.
"It has functioned with the utmost independence. In only a few years,
this Office has established a reputation for credible and independent
investigation of complaints".
In regards to the Office of the Inspector General, Pereira said former
Prime Minister Mari Alkatiri referred more than 10 cases of alleged
corruption uncovered by the Inspector General to the Prosecutor
General's office. However, the Prosecutor General was appointed by
the former President and his Office is independent of the government.
The Prosecutor General's Office failed to progress the action needed
to investigate the cases referred.
Pereira said the Petroleum Fund and the legal framework which
established it were recognized internationally as best practice and as
a transparent means to manage the nation's petroleum revenues.
"The government has also done well to resist decentralizing financial
responsibility too quickly. This is because there is still a lack of
capacity to properly administer finances at a local authority level."

O mais energético registo anti-corrupção
O Governo da Fretilin de Timor-Leste decretou tolerância zero para
acabar com a corrupção e edificar uma instituição forte e legal de
modo a combater os abusos de poder pelos funcionários, afirmou a
porta-voz do partido.
A porta-voz do partido Fretilin e candidata parlamentar Cipriana
Pereira chamou a atenção para as medidas específicas implementadas ou
apoiadas pelo governo no decorrer dos últimos cinco anos de modo a
assegurar uma transparente e honesta administração para todos os
Timorenses.
"A posição da Fretilin contra a corrupção foi sempre clara –
tolerância zero", afirmou Pereira.
Ontem, num debate televisivo e onde se encontravam presentes, todas as
facções políticas, ela disse que uma das medidas tomadas, foi o
estabelecimento de um Gabinete para a Provedoria (ombudsman), um
Gabinete para o Inspector Geral e Fundo de Petróleo.
"O Governo da Fretilin decidiu também descentralizar as
responsabilidades financeiros por etapas e não de uma vez só, de forma
a dar tempo a que haja capacidade local para gerir as finanças.
"O Governo decidiu também contratar anualmente, auditores
internacionais e independentes para rever as contas e as despesas do
governo, de modo a reforçar a transparência, credibilidade e uma boa
governação".
Pereira citou a organização não-governamental, LABEH, que disse que a
corrupção a nível do governo existia apenas em pequena escala, que não
envolvia grandes desvios de dinheiro, e que existe um número diminuto
de alegações, referentes a contratos ganhos sem serem por vias legais
("Corruption Watch Report 2007", de 17 de Maio de 2007).
Pereira disse também: "A razão pela qual a corrupção existe em pequena
escala deve-se ao facto de possuirmos um governo bem organizado .
Estou no parlamento desde a restauração da independência e tive a
oportunidade de observar a transparência em que o orçamento é aprovado
e as despesas revistas minuciosamente".
Pereira disse que foi a Fretilin quem propôs criação de um Gabinete
para a Provedoria durante a assembleia constitucional de 2001 que
delineou a Constituição.
"A criação do Gabinete da Provedoria foi o factor de maior
importância pois permitiu que qualquer cidadão pudesse expor as suas
reclamações acerca dos abusos de poder e abusos de direitos humanos,
às instituições de Estado", afirmou.
"Funcionou sem interferências. Em apenas alguns anos, este Gabinete
conseguiu obter elevada reputação e credibilidade, ao analisar casos
de abusos".
Referindo-se ao Gabinete do Inspector-Geral, Pereira disse que o
ex-Primeiro-Ministro Mari Alkatiri referenciou mais de 100 casos de
alegada corrupção divulgados pelo Inspector Geral ao Gabinete do
Procurador Geral. No entanto o Procurador Geral foi nomeado pelo
antigo presidente e o seu gabinete é independente do Governo. O
Gabinete do Procurador Geral não conseguiu actuar na investigação dos
referidos casos.
Pereira disse que os Fundos do Petróleo e as bases que o estabeleceram
foram reconhecidos internacionalmente como a melhor prática e um meio
transparente para gerir as receitas nacionais do petróleo.
O Governo também fez bem em resistir à descentralização financeira
rapidamente, isto porque ainda há falta de capacidade para administrar
correctamente as finanças a um nível de autoridade local.

FRETILIN sets out parliamentary campaign issues
FRETILIN spokesperson and parliamentary candidate Jose Teixeira (who is Timor-Leste’s Minister for Natural Resources, Minerals and Energy Policy) today announced FRETILIN’s 15 campaign themes for the 2007 parliamentary elections which will be held on 30 June 2007.
“These are the key issues which FRETILIN believes the election will be won and lost. We will be an inclusive government which will listen to the views of civil society, the Church and the people themselves.”
The 15 campaigns themes are:
Who will protect Timor-Leste’s economic and political sovereignty and independence in a globalised and competitive world?
Who is best able to establish and consolidate a democratic state based on justice and the rule of law?
Who will struggle for a democracy where human rights, in particular women’s rights, are protected and respected?
